Senior Visiting Fellows
Augustine O'Donnell
Lord Augustine served Prime Ministers Tony Blair, Gordon Brown and David Cameron as cabinet secretary and head of the UK civil service from 2005 to 2011.
Christopher Worley
Dr Worley is the Research Professor Emeritus of Management at Pepperdine University’s Graziadio School of Business, a clinical professor of strategy and organisation at the Rennes School of Business (France), and a research affiliate at USC’s Marshall Center for Effective Organisations.
Jocelyne Bourgon
Madame Bourgon is President Emeritus of the Canada School of Public Service. She advises governments on governance and public sector reforms.
Senior Fellows
Chan Yeng Kit
Mr Chan was appointed Chief Executive Officer of SPH Media in July 2024. Prior to this, Mr Chan was Permanent Secretary (Health) from 2019 to 2024, helming the Ministry of Health through the COVID-19 pandemic years.
Chee Wee Kiong
Mr Chee served forty years in the Singapore Armed Forces and the Singapore Public Service, during which he held many key command and staff appointments. His last appointment was Permanent Secretary in the Ministry of Foreign Affairs, where he served from 2010 to 2022.
Leo Yip Seng Cheong
Mr Yip is currently serving as Deputy Chairman, Board of Trustees of the National University of Singapore (NUS), and Senior Advisor, Public Service Division (PSD).
Lim Siong Guan
Professor Lim was Group President of GIC from 2007 to 2016, Chairman of the Economic Development Board from 2006 to 2009, and Head of the Civil Service from 1999 to 2005.
Lim Soo Hoon
Ms Lim served as a Permanent Secretary in the Singapore Public Service for almost 18 years.
Ng Chee Khern
Mr Ng was previously the Permanent Secretary of the Ministry of Manpower where he placed strong emphasis on initiatives to help workers and local workforce develop their careers and access good jobs.
Ow Foong Pheng
Mrs Ow is the Chairman of the Urban Redevelopment Authority and Special Advisor to the Minister for National Development. She served more than 38 years in the Singapore Public Service before her retirement on 1 April 2025.
Pang Kin Keong
Mr Pang served as Permanent Secretary of the Ministry of Home Affairs from 2017 to 2026, after holding senior leadership roles in the Ministries of Transport and Law, the Internal Security Department, and the Prime Minister's Office.
Peter Ho Hak Ean
Peter Ho is the Senior Advisor to the Centre for Strategic Futures and a Senior Fellow of the Civil Service College.
Peter Ong Boon Kwee
Mr Ong was formerly Head of Civil Service. He was conferred the (Honorary) Knight of the Most Distinguished Order of The Crown by The Yang di-Pertuan Agong Malaysia XIV in 2012.
Ravi Menon
Mr Menon served for 36 years in the Singapore Public Service, including as Managing Director of the Monetary Authority of Singapore; Permanent Secretary at the Ministry of Trade and Industry; and Deputy Secretary at the Ministry of Finance.
Tan Ching Yee
Mrs Tan served for over 38 years in the Singapore Public Service, in various appointments in the Ministries of Trade and Industry, Education, then-Information, Communications and the Arts, Health, Finance, and the Prime Minister’s Office.
Yong Ying-I
An economist and MBA by training, Ms Yong served as Principal Private Secretary to then-Deputy Prime Minister Lee Hsien Loong in 1997.

Aaron Maniam
Dr Maniam currently researches and teaches at the University of Oxford’s Blavatnik School of Government, on both Master of Public Policy and executive education programmes.
Goh Soon Poh
Ms Goh served 40 years in the Singapore Public Service before she retired in February 2025 upon completion of a 6-year term as the Auditor-General of Singapore.
Ong Toon Hui
Ms Ong is the Vice Dean and Executive Director of the Institute of Governance and Leadership at the Lee Kuan Yew School of Public Policy in the National University of Singapore.
