Whistleblowing
The Civil Service College (CSC) provides a secure and confidential channel for individuals to report suspected wrongdoing involving CSC, its employees, or parties acting on CSC's behalf. Reports made in good faith will be assessed independently and, where appropriate, investigated fairly and objectively.

CSC is committed to upholding the highest standards of integrity, accountability and ethical conduct.
What Can Be Reported
Whistleblowing reports may relate to any actual or suspected improper conduct involving CSC. These include, but are not limited to:
Financial and non-financial administrative malpractice (e.g. not observing proper procurement procedures);
Fraud or suspected fraud (e.g. wilfully concealing information related to wrongful practices, misappropriation of funds, or deliberately giving false or incorrect information in the preparation, evaluation, review and audit of financial accounts and records);
Professional malpractice (e.g. violation of intellectual property rights or displaying a lack of integrity by plagiarising the research of others);
Inappropriate conduct or unethical behaviour (e.g. workplace harassment and sexual harassment.
The above examples are not exhaustive.
Making a Report
Reports may be submitted through CSC's Whistleblowing Channel, which is administered independently by Internal Audit.
To facilitate assessment and investigation, whistleblowers are encouraged to provide, where possible:
Their name and contact details;
The name(s) of the individual(s) or organisation(s) involved;
A description of the alleged wrongdoing, including when, where and how it occurred;
Details of any witnesses;
Supporting documents or evidence; and
Any other relevant information that may assist in the investigation.
Anonymous reports will also be considered. However, providing contact details may facilitate further clarification and enable a more effective investigation.
All reports should be made in good faith and based on information that the whistleblower reasonably believes to be true.
