Terms and Conditions of Civil Service College ("CSC") Website Membership
Benefits
As a registered member of the CSC Website (“Website”), you will be entitled to use the following services as may be available from time to time:
- check the application status of courses and events you applied for on your member profile page
- register for courses and events online, quickly and conveniently
- sign up for alerts on topics and articles that interest you
- gain access to exclusive resources and materials online
Application Process
- When you apply for membership, you will be requested to provide a valid Singapore Government email address assigned to you.
- If you are a Singapore Public Officer but have not been assigned and therefore are not able to provide an official Singapore Government email address, your application process may take up to 14 days from receipt.
Departure
- If you leave the Public Service at any time, please inform CSC of your departure via email or in writing, and leave us with your contact address and particulars. CSC will cancel your membership account but you may continue to use this Website and still be legally bound by the Terms of Use.
Refusal and Revocation
- CSC reserves the right to:
- refuse entry or membership to any applicant or revoke a member’s membership if CSC determines in its sole discretion that such entry or membership would bring disrepute to CSC or if the member commits any breach of these Terms or for any other reason determined to be appropriate by CSC; and/or
- change these Terms at any time by notification or publication of the changes to these Terms at this website.

Terms and Conditions of Civil Service College (“CSC”) Website Online Registration
Online Registration of Courses
- The CSC Website (“Website”) is not linked to any training systems (e.g. HRP and Workday). Please seek your Supervisor’s and/or Training Coordinator’s approval before you register online for any courses offered at the CSC Website. For Organisations on HRP and Workday, you are strongly encouraged to use HRP and Workday instead. For complimentary courses, please inform your Training Coordinator of your attendance at the course so as to update your training records.
- Online registration of courses at the CSC website are subject to the following conditions:
- Paid Courses
- Withdrawal
- Replacement
- Absenteeism
- Notification
- Complimentary Courses
- Withdrawal
- Notification
For courses with Development Grant, departments will be charged the full course fees for any withdrawal/absentees. Development Grant is only given to those who attend the course. In rare cases where CSC has to cancel a course due to unforeseen circumstances, no course fees will be charged.
Request for Waiver: Waiver of withdrawal charges will only be approved on a case-by-case basis. A written request for waiver has to be submitted by the participant or the Training Coordinator within 3 days after the course ends.
If written notice is submitted after the Course Placement Letter has been sent, 25% of course fees will be charged.
These terms may be changed from time to time. Changes will be posted on this page or in similar pages and your use of this Website after such changes have been posted will constitute your argreement.
No penalty charges will be imposed if a replacement is provided for a participant who wishes to withdraw his/her registration for a course.
Full course fee will be charged for the absentee, regardless of provision of Development Grant, Development Grant is only given to those who attend the course.
Participants will receive the Course Placement Letter at least 2 weeks before the class commences.
Only withdrawals through emails or faxes will be acknowledged.
In the event that you are unable to attend, you are to inform CSC before the date specified by CSC. If notice of your absence is not received by the stipulated date, a no-show charge will be imposed.
Where applicable, a follow-up request for Billing Officer's details will be sent to you after the event. These terms may be changed from time to time. Changes will be posted on this page or in similar pages and your use of this Website after such changes have been posted will constitute your agreement.
Registered participants will receive a confirmation note 1 week before the class commences.
Registration of E-Learning Courses
- For complimentary e-Learning courses, please inform your Training Coordinator of your attendance at the e-Learning course so as to update your training records.
- Online registration of e-learning courses are subject to the following conditions:

- Withdrawal and Replacement
- Notification
- Access Period
Withdrawal and replacement for e-Learning courses are only allowed before the training coordinator (TC) has approved the registration in programme portal. Once the TC has approved the registration in the programme portal, any request to withdraw and/or replace learners will not be accepted.
Learners can expect to receive the Enrolment Confirmation email (which includes login link, with link to any programme materials) within 3 weeks of training coordinators (TC) approving the registration. Only learners will receive the Enrolment Confirmation email.
An invoice will be issued to the agency after CSC issues the Enrolment Confirmation email to the learner
Learner will have up to 90 days (or 120 days for ELFUS13) to complete each e-learning programme. Thereafter, the access will expire and learner will have to re-register for the e-learning programme to gain access for another 90 days (or 120 days for ELFUS13).

Please seek your Supervisor’s and/or Training Coordinator’s approval before you register online for any events offered at the CSC Website. For Organisations on HRP and Workday Learning@Gov, you are strongly encouraged to use HRP and Workday Learning@Gov instead. For complimentary events, please inform your Training Coordinator of your attendance at the event so as to update your training records.
