The Civil Service College (CSC) was established as a statutory board under the Public Service Division in 2001. As the heart of learning for the Singapore Public Service, we deliver an innovative, inspiring and impactful learning experience for public officers.

What We Do

Learning Design & Programme Development

Push the boundaries with new learning methodologies and practices. Design, develop and deliver learning that is innovative, impactful and inspiring.


Dive deep into key domain areas and emerging disciplines to conduct impactful research that influences policymaking at all levels.

Our "Cents and Sensibilities" board game won gold at the PMO ExCEL Convention. The game teaches officers about procurement lapses and their impact on public perception.
We held our inaugural “An Introduction to Governance for Cross-sector Leaders” programme to facilitate understanding between public and private sector leaders.
Our "Every Door is the Right Door" simulation receives the Brandon Hall Bronze award for "Best Use of Games and Simulations for Learning".
We rolled out a comprehensive roadmap of developmental interventions for officers at various leadership transition points.
We developed our tenth game, "Blurred Lines", a citizen and stakeholder engagement themed policy simulation that tackles municipal service challenges.
Our TREX project team embarked on an integrated IT system project to enhance operational efficiency and customer experience.
We launched a resource portal to provide middle managers with easy access to learning materials and guides.
We kickstarted a project to identify the learning and development capabilities needed for CSC to stay ahead of the curve.
CSC embarked on a design thinking project to re-imagine our physical and virtual learning spaces for impactful and inspiring learning.
We set up a Learning Innovation Panel comprising experts with knowledge and experience in implementing and re-designing learning experiences.
CSC launched Learning EXchange @ CSC (LEX@CSC) to support blended learning programmes and collaborative learning interventions.
We partnered Grovo to provide off-the-shelf and customised micro-learning resources to all public officers.
We partnered Coursera to offer data analytics training at introductory, intermediate and advanced levels.
We introduced leaders to the strategic value of Design Thinking through our inaugural Design Thinking for Leaders seminar.

We launched ManagersFirst, our first mobile learning app, which gives new managers training and support anytime, anywhere, and at their own pace.
A dedicated Digital Learning Services team was formed to drive our digital-to-lead strategy and implement a whole-of-government learning platform.
VR in classroom
We're aiming to create new, immersive learning experiences through virtual reality, Shadowbox training, and simulations.
To advance digital adoption across the Public Service, CSC will develop the digital capabilities of all public officers.
